Portugal: the second European producer of bicycles is missing only… cycling

In 2016, the country was leader in the European ranking of bicycle exports; in 2017, it fell to the second place: nevertheless, Portugal has the largest assembly plant in Europe. But “the [national] market is small and cycles little.” What is missing?
