The importance of cycling is widely recognised in the scientific and political debate regarding urban mobility. Research has so far focused on so-called ‘champion cities’ providing limited answers to the problems ´starter cities´ have to face. This project focuses its attention on the latter aiming to provide specific technical know-how allowing them to reach the next level of bicycle use and breaking with the initial resistance.

The project will develop a Starter City Roadmap aimed at offering technical guidance in motivating bicycle use (available in the form of a manual and of interactive website) in close collaboration with local authorities and other stakeholders. The Roadmap will provide a toolkit for starter cities comprising an assessment framework of the Gross Potential for Cycling (GPC) of cities, an assessment framework of the Economic Value for Cycling (EVC), and a Selection framework for mobility management measures best suited for starter cities tailored to their GPC.
